Clinton road the wave of the .com era and the tech boom. He had nothing to do with the economical growth during his presidency. Bush had to deal with two wars and a democrat house majority.

The democrat house majority was during his second term, during his first term he let the republican controlled congress, which is both the house and the senate, make laws that let the banks fuck America, which lead to the pretty much economic collapse of 2009 and 10. So dont get ahead of yourself. During his second term he vetoed bills that would have fixed the economy because they werent republican backed bills.
