As far as I am aware there has never been a universal gynarchy. Certainly, throughout history, there has supposedly, been pockets of female dominated societies across the globe. There are tales that Amazons were allies of Troy in the Trojan War. The Celtic warrior queen Boudicca fought the Romans. Many precolonial empires in Africa and Egypt were organised matrilineally. However, with regards to creating and administering a modern gynarchic system, in areas such as the law, communications, finance and international affairs, I'm not convinced it would be much of an improvement on what we have at the moment. Even a cursory glance at the world today, where women are having significant impact, might suggest a gynarchy would be beset by the same frailties as any human system. The benefits of a gynarchy of course, would be that submissive males may far more easily and openly be accommodated than in traditional patriarchies.
