What if your father finds out kinda says it all. She is telling you she's scared, she is not saying that she doesn't want to.
So if you want to, you probably can. In this case I personally would think twice tho. Sounds like your family is quite patriarchal and old fashioned. Combined with what sounds like a very cramped house with alot of people. My point being, if you do get caught, who else would suffer and what would happen? Sounds way tougher than some privileged English fam if you know what I mean.

She's given you all the hints you need. She's never taken the initiative to engage you and continues to remind you of your father. She's not interested and has been allowing the act to preserve your feelings. It's not uncommon moms will do that hoping you'll simply grow out of those feelings.
