I'd very much like to start a group, but have no idea of the ethics around promoting it. How do I reach my target audience without inadvertently spamming? Is it okay to advertise my group in other groups? Are boards an acceptable place to solicit new members? Any hints/tips would be welcome.

Just use common sense. Advertise on the boards, but limit yourself to a single post and just 'bump it' each day by leaving a reply on it (so there's not a bunch of identical threads cluttering up the boards). If you do want to advertise in another group ask the general of it if it's ok first, and make sure the topic of your group is relevant to their groups theme. Use the shout feature on profile page etc etc... just don't go over the top and all should be good.
