Hate to be a stickler for details here, but he didn't say, "don't reproduce", but "try not to reproduce".
If a child is born from an incestuous relationship, there are often good indicators that it won't necessarily be mentally impaired, but rather have a slightly elevated risk of other defects of a purely physical nature.
At least based on everything that I've read on the subject over the years.
