@hungryformore Likewise. It helps that the model is totally gorgeous but yes, this seems to cross the artistic / erotic boundary. As for the effects, I suspect several different ones. Possibly a lighting / shadow effect to start but then colouring and tinting effects....maybe even a solarisation effect.
I often use some free photo editing software but I couldn't produce anything like this!
